Richard constantly encourages his team to leverage breakthrough technology to deliver enhanced service to the community. In June 2000, PCCW launched a trial service for its NOW (Network of the World) which paved the way for the future successful implementation of NOW TV in 2003, the world,s first major IPTV service.

Designed primarily for broadband, NOW was introduced as a converged service that combines the unique capabilities of television, the PC, and the internet into a single, integrated service.

Today, NOW TV is the world's largest commercial deployment, accounting for a fifth of all IPTV subscribers worldwide (as of October 2006). Its content has improved steadily in terms of quantity, quality and variety over the years. It has added more exclusive local, international and sports content including NOW Business News Channel, which was created and produced by PCCW, as well as the 24-hour ATV News channel, and exclusive broadcasting of UEFA Champions League for three seasons from September 2006. Interactive features were introduced including the NOW Game channel and NOW shop to enhance overall user experience.

The NOW TV studios receive visitors from all over the world, and the technology developed at NOW is spreading to China and Southeast Asia and beyond. Quality and variety are the hallmarks of NOW TV's programming, some of which has been delivered to Hong Kong screens for the first time.
